xfce default panel settings

Is there a way to avoid the initial dialog if you want empty panels or default panels when running xfce4 first time?
and set it to "default panel" ?
fsmithred perhaps ?

probably a directory & config file is created initially. ~/.config/xfce4-panel?
a default config could probably be copied over from /usr/share/xfce4/example-configs or somewhere under /etc or some such.
that should disbale the dialog.

Yes, something like that is what i could figure out (create a user and run xfce4 once, then copy his .config/xfce to /etc/skel or /etc/xdg/xfce),
but i wanted to know how refracta does it, say: kinda to be sure that it does work.
I installed refracta in qemu and moved files back and forth (it has /etc/xdg/xfce).
Seems as if new users have to run that dialog anyway (but for me qemu is so slow, that sooner or later i lose focus, might be i did it wrong).
