You might like Puppy Linux
I am using Puppy Linux Slacko 6.3.2 but there are many other flavors around :)

Slitaz.
For me it boots to 3.5 MB RAM Usage if i boot to cli
ca 35 with openbox, no panel, tilda, screen, irssi and netsurf running (slim or whatever the display-manager is disabled)
The usual cli tools are busybox, which are said to come with limitations, but i havent found any differences yet.
